Affordable CO2?

Pa has recently legalized MMJ but the choices are very limited and quite expesive, especially for the CO2 oil. Ironically, dry bud isn't allowed, only processed stuff. With a Pa MMJ card, what are the options for locating CO2 products that are reasonable and accessible? I see oil cartridges selling for $20-30 in other states, but that doesn't help me much in Pa. They start at $75 in Pa...a huge cash grab.Thank everyone for any and all help.
